About the Congress
The General Congress is the IIHF's highest legislative body and makes decisions about the rules of the game and the statutes and bylaws. The General Congress, which is made up by representatives from all IIHF member national associations, elects the President and the Council.

With some exceptions, the General Congress is held every fourth year. The General Congress was held for the first time in 1975. Prior to that, the federation elected the president and the council at the Annual Congress that usually was held in conjunction with the IIHF World Championship.

The General Congress meets as follows: September 2012 and every fourth year thereafter.

The Semi-Annual Congress meets as follows: Every year in the autumn.

Notice of all regular Congresses will be given by the IIHF office not later than two months before such Congress together with the agenda. Relevant documents will be sent out at least one month before the Congress.

All full and associate member national associations in good standing, Council members and Council have the right to present written proposals to Congress.

A full member national association in good standing is entitled to one vote, respectively two votes if its national team has competed in three consecutive IIHF Ice Hockey World Championships (Senior Men category; excluding qualification events) immediately preceding the Congress. A member of the Council is entitled to one vote except that for the elections of members to the Council and of the Audit Committee the members of the Council have no vote.

The 2012 IIHF Semi-Annual and General Congress is the first Congress ever organized in Asia, honouring IIHF Vice President Shoichi Tomita, who retires after serving 34 years on the IIHF Council.
