Due to a restructured playing format of future IIHF World U20 Championships teams ranked 1 to 4 promote to 2003 IIHF World U20 Championship Div I which will consist of 12 teams in two groups.
Teams ranked 5 to 8 will continue to play in 2003 IIHF World U20 Championship Div II which will also consist of 12 teams in two groups.
