The legislative body of the IIHF

The general congress is the IIHF’s highest legislative body and makes decisions about the rules of the game, the statues and bylaws. The General Congress, which is made up by representatives from all IIHF member associations, elects the president and the council. With some exceptions, the General Congress is held every fourth year. The General Congress was held for the first time in 1975. Prior to that, the federation elected the president and the council at the Annual Congress that usually was held in conjunction with the IIHF World Championship. The first IIHF Congress was in 1908.
